Bank of Canada rate cut will likely slow banks' credit quality deterioration, a credit positive

On 5 June, the Bank of Canada (BoC) cut its benchmark interest rate by 25 bps to 4.75%, making it the first the Group of Seven central bank to kick off an easing cycle1 . The BoC is more confident that inflation is headed to its 2% target after the April inflation rate fell to 2.7%. The BoC indicated that should progress on inflation continue, it is "reasonable to expect further cuts" as monetary policy no longer needs to be as restrictive.

Regional Governments: 2024 Outlook – Stable as revenue growth balanced by debt issuance and higher rates

Our outlook for Canadian provinces' credit conditions in 2024 is stable. Although economic growth will be weak, it will support provincial revenue growth and allow provinces to continue to move toward balanced budgets. However, high debt issuance and interest rates will counterbalance these positive credit developments.

Provinces well positioned to face obstacles of 2023

The majority of Canadian provinces project either balanced budgets or small deficits for the fiscal year ending 31 March 2024. These planned fiscal outcomes provide the provinces fiscal shock absorption capacity should the fiscal year be more challenging than they forecast and are broadly aligned with the factors that support our stable provincial sector outlook for 2023.
